Jack Thomas Tomarchio has more than 25 years of diverse business, government and legal experience at three national law firms, a venture capital/private equity firm, a United States intelligence agency and a government affairs and business consulting firm. His background also includes military experience as a paratrooper in the 82nd Airborne and extensive overseas experience in operational matters and private international business transactions.
Most recently, Jack has served as principal of Agoge Group, LLC, a boutique venture capital and operational consulting firm he founded in 2008. The firm focuses on seed to mezzanine stage technology companies in both domestic and global markets. From 2005 to 2008, he served in the United States Department of Homeland Security as Principal Deputy Under Secretary of Homeland Security for Intelligence and Analysis Operations and assumed an operational role over numerous classified and unclassified projects relating to domestic intelligence and counter-terrorism. The Office of Intelligence and Analysis had oversight over the entire US Department of Homeland Security intelligence enterprise, including the United States Coast Guard, United States Secret Service, Customs and Border Protection, Immigration and Customs Enforcement, Transportation Security Administration, Federal Air Marshals’ Service, and Citizen and Immigration Services.
During Jack’s work at the Department of Homeland Security, he led the State and Local Program Office within the Office of Intelligence and Analysis and was responsible for overseeing deployment of intelligence officers to more than 35 state and local intelligence fusion centers around the nation. He also participated in the Intelligence Directorate’s interface with 18 critical private sector industries to build and establish protocols for the sharing of intelligence.
Prior to his work in government, Jack was a shareholder and co-chair of Buchanan’s Government Relations Department and National Security Group, where he provided counseling and government relations services to clients involved in national security, intelligence and defense related matters. He had previously served as a founding partner of government affairs and lobbying firm Hill Solutions, LLC, which merged with Buchanan in 2005, and later co-founded homeland security consulting firm Homeland Solutions LLC, which was acquired by Kroll Security International.
Jack served in the United States Army Judge Advocate General’s Corps at Ft. Bragg, North Carolina, from 1981 to 1985, where he was assigned to the 82nd Airborne Division. He is a retired Colonel in the United States Army Reserve and served as the Staff Judge Advocate, Military Intelligence Readiness Command. He has commanded at both the Brigade and Battalion level, and served for three years as a Special Assistant to the Assistant Secretary of Defense for Special Operations and Low Intensity Conflict in the Pentagon. He served in Saudi Arabia and Kuwait during Operation DESERT STORM and in Grenada during Operation URGENT FURY. He also served as counsel to US forces participating in an international peace-keeping mission in Sinai, Arab Republic of Egypt.
He is a senior fellow with the Foreign Policy Research Institute and was a fellow at the George Washington University Homeland Security Policy Institute from 2005 to 2008. He was an adjunct professor at the University of Pennsylvania Fels School of Government from 2000 to 2005, and has provided numerous lectures, presentations and articles on topics related to security and intelligence operations. He holds active federal security clearances.
